Delhi High Court Dismisses Petition to Reschedule ICAI CA Exams Amid Lok Sabha Elections

Delhi High Court Dismisses Petition to Reschedule ICAI CA Exams Amid Lok Sabha Elections

The Delhi High Court dismissed a petition to reschedule the ICAI CA Inter and Final examinations. Following the decision, the Institute of Chartered Accountants of India (ICAI) is expected to continue preparing for the test, which was previously scheduled for May 2024.

According to the revised schedule, the CA Intermediate Group 1 exams are now scheduled to be conducted om May 3, 5, and 9, instead of May 7.

The Group 2 exams will be conducted on May 11, 15, and 17, rather than May 9, 11, and 13. Group 1 of the ICAI CA Final Exam is scheduled to take place on May 2, 4, and 8, rather than May 6. Group 2 exams have been rescheduled for May 10, 14, and 16, not May 8, 10, and 12. Moreover, the ICAI CA Foundation level exam is scheduled to be conducted on June 20, 22, 24, and 26.

As per media reports, the petitioners focused on concerns relating to transport and potential disruptions due to the upcoming Lok Sabha elections. But the bench stated that no regulation prohibits conducting exams concurrently with elections and whether there was a plausible reason for rescheduled the CA exams. They highlighted that candidates should be able to complete their studies despite the election period. Moreover, the court expressed surprise at the request for a revised date, considering the large number of approximately 4,26,000 candidates scheduled to take the exams.


Furthermore, the bench stated that the mere likelihood of candidates undergoing difficulties during the exams does not justify disrupting the entire examination process. They stressed upon the significance of conducting exams smoothly, specially given the large number of candidates involved. In the past, the ICAI changed the dates of the CA Inter and Final examinations to accommodate the Lok Sabha elections.

Earlier, the Institute of Chartered Accountants of India (ICAI) announced that CA Foundation and Intermediate Exams will now be held three times per year, rather than biannually. Previously, candidates had two attempts to improve their scores: in June and December. Following this change, candidates will have an additional opportunity to take the exams. The highest score of the candidate obtained across all three attempts will be used to calculate the final score. However, the dates for the third session of the exam is yet to be announced by the ICAI.
