One Nation One Subscription Scheme for Access to Scholarly Research in India

The Union Cabinet, led by Prime Minister Narendra Modi, has approved a new Central Sector Scheme called 'One Nation One Subscription', aimed at providing easy access to scholarly research articles and journal publications across the country, including government higher education institutions and R&D laboratories.

The Department of Higher Education will establish a uniform site called "One Nation One Subscription" via which universities would be able to access periodicals. A total of around Rs 6,000 crore has been set aside for the plan over three years, 2025, 2026, and 2027. The plan will be handled using a straightforward, user-friendly, and entirely digital method.

The benefits of the One Nation One Subscription scheme will be provided to all Higher Educational Institutions managed by the Central or State Governments, as well as Central Government Research and Development Institutions, via a national subscription coordinated by a central agency, the Information and Library Network (INFLIBNET).

The list includes around 6,300 institutions, which translates to roughly 1.8 crore students, staff, and researchers who might potentially benefit from One Nation One Subscription.

 

The effort broadens the breadth and reach of the government's educational activities, with the goal of increasing access to excellent higher education. This would enhance the ANRF's drive to stimulate research and development and cultivate an innovation culture in government universities, colleges, research institutes, and R&D laboratories.
