Higher Education Institutions (HEIs) are required by the UGC to disseminate information about the Bharatiya Nyaya Sanhita (BNS), Bharatiya Sakshya (BS), and Bharatiya Nagarik Suraksha Sanhita (BNSS).

The BNS is a transformative judicial reform based on a victim-centric approach, providing witness protection and aims at fast delivery of justice with the use of technology etc.”
The UGC letter signed by Manish Joshi, secretary, UGC, further says, “In this regard, flyers are being shared for use by HEIs for creating a sensitisation among faculty and students about the BNS and its implications for ensuring timely justice, transformative judicial reform based on victim-centric approach, providing witness protection and aims at fast and speedy delivery of justice with the use of technology etc. In this regard, flyers are being shared for use by HEIs for creating a sensitisation among faculty and students about the BNS and its implications for ensuring timely justice.”
The HEIs are requested to publicise the Bharatiya Nyaya Sanhita, 2023, based on the themes contained in the attached flyers, and to carry out campaigns in the form of displays through standees, flyer distribution, and the organization of seminars and talks by lawyers, judges, both serving and retired, and their respective faculties at their institutions. In addition, HEIs are urged to provide details of their operations with the Ministry of Education at syed.rizwi@gov.in, which will then be forwarded to the Ministry of Home Affairs.
