Delhi University Implements CCTV Installation for Enhanced Safety

Following an incident in which several ladies were surreptitiously videotaped while changing at IIT-Delhi, the Delhi University has instructed its institutions to install CCTV cameras outside women's restrooms and changing rooms during festivals, authorities said on Friday evening.

In a recent advisory, the government has instructed its colleges and departments to install CCTV cameras at all institute and hostel entrances to prevent mishaps.

"After recommendations by the Delhi Police, we have made relevant additions to fest guidelines in view of the recent incident at IIT-Delhi. We have asked colleges to make CCTV arrangements in front of ladies' washrooms and dressing rooms during fests for the safety of students," DU proctor Rajni Abbi told PTI.

Last October, about ten students from Delhi University's Bharti College claimed that they were surreptitiously recorded while changing in an IIT-Delhi restroom during a fashion presentation at the institute's festival.

In one case, police apprehended a 20-year-old contractual sweeper and placed him in judicial detention. A case under Section 354C (Voyeurism) of the Indian Penal Code was filed at the Kishangarh police station.

Under the amended requirements, universities must perform an evaluation of their perimeter walls before each major event and install low concertina wires to prevent outsiders from mounting them.

The recommendation also advises a centralized public notification system at the institute's gates.

Before any big event where students from outside are invited to any institute, the administration must hold an advanced security liaison meeting with all stakeholders.

The advisory also puts a cap on the strength of students allowed during fests, suggests a check on the structural stability of the stage during a concert, hiring of door frame metal detectors and making proper light arrangements to cover dark patches.

 

Entry to the events shall be regulated by Google Forms, copies of which must be sent to the police and other relevant departments.
