UGC forms fact finding committee to investigate alleged harassment leading to a student death at Dharamsala college
In a distressing development that has shaken the country’s academic community, the University Grants Commission has taken serious note of the death of a nineteen year old student at Government Degree College in Dharamsala, Himachal Pradesh. The higher education regulator has ordered a fact finding probe to examine the circumstances that led to the young woman’s death, reiterating its commitment to ensuring student safety on college campuses.
According to officials, the decision was taken after concerns were raised over whether mandatory anti ragging rules and grievance redressal mechanisms were properly implemented at the institution. The UGC has constituted a committee of experts that will examine the sequence of events, assess institutional responsibility, and recommend corrective measures to prevent such tragedies in the future. The panel has been directed to submit a detailed report within a stipulated timeframe.
The case traces back to September, when the second year student was allegedly subjected to continuous harassment on campus. As per preliminary findings and statements, she reportedly faced intimidation and physical assault by senior students. During medical treatment, a video recovered from her phone showed the student narrating repeated instances of harassment. She also made serious allegations of inappropriate behaviour by a faculty member. Her condition deteriorated gradually over the following months, and she passed away on December twenty six while undergoing treatment at a hospital in Ludhiana.
Following her death, the police registered a first information report under relevant sections of the Bharatiya Nyaya Sanhita and the Himachal Pradesh Educational Institutions Prohibition of Ragging Act two thousand nine. Three senior students named in the complaint have been booked on charges related to ragging and causing hurt. A professor has also been booked separately on allegations of sexual assault, and investigations are currently underway.
The incident has once again brought student safety and institutional accountability into sharp focus. The University Grants Commission has reminded all higher education institutions of their legal and moral responsibility to strictly enforce anti ragging norms and create a secure and supportive environment for students. Authorities have warned that any failure to comply with these regulations will invite strict action.
As the fact finding committee begins its investigation, students, parents, and educators across the country are hoping for transparency, accountability, and assurance that educational spaces remain safe, dignified, and free from fear.
