The University Grants Commission (UGC) has implemented a new approach for enrolling in Open and Distance Learning (ODL) and Online courses for the academic year 2024-25. This new technique intends to ensure a transparent admissions process by allowing students to register via the UGC-DEB web portal.
The UGC's most recent announcement emphasizes that students can only enroll in ODL and online programs offered by recognized and approved higher education institutions. This measure is part of the UGC's attempts to prohibit institutions from admitting students to unrecognised programs, thereby safeguarding their academic and professional interests.
According to the UGC (ODL Programmes and Online Programmes) Regulations, 2020, there are minimum standards that institutions must meet to offer ODL and Online programmes. The UGC Distance Education Bureau (DEB) website provides a list of universities that are authorized to offer these programmes, which can be accessed at https://deb.uec.ac.in/.
The notification is relevant for the academic session beginning in October 2024. As part of the new admission process, students must register on the UGC-DEB web portal using their Academic Bank of Credit (ABC)-ID to generate a unique DEB-ID, which will be necessary for enrolment. This DEB-ID, once created, will remain valid for lifelong ODL/Online learning.

The UGC has urged all higher educational institutions to adopt this new mechanism for the admission process in ODL and Online modes, starting from the October 2024 academic session.
